Not generating normal_ files for all .jpg files

95% of the jpg files loaded into coppermine albums generate normal_ versions of the files.  However, a small % don't.  I've tried the administrative regeneration routine - but they still don't generate.

The problem seems to be in one particular directory where the fully-qualified file names are pretty long.  Some of the normal_ files do get generated in that directory - so it's not the dir permissions (I checked anyway - just in case   Any other ideas what could be going on?
