How to add the menu in adjust_popup ?

Hello
When the function theme_display_fullsize_pic() is loaded to view the full picture, i would like to have in the popup , at the top, the navigator "file, edit etc" menu.
How to add it ?

Aren't you still using cpg1.3.x? If not, post a link that points to your cpg1.4.x install.
