XP Publisher Help

I have XP Publisher on my other computer and it works fine but I have been trying to get it on my laptop and it keeps saying that the file type is not a registered script, Althought the file is called cpg then the 10 numbers .reg so I can't figure out whats wrong. This isn't the first time this has happened to me, When I was trying to add a second site on my other comp it wouldn't work then either is there anything I can do make it a registered script?

Please help me
