How to allow upload/viewing to different groups?

Sorry if this is a stupid question or has been asked before but I scoured the documentation and forum and couldn't find anything...

What I need to do is restrict uploading to particular albums to a group associated with that album, while also allowing all members another group (like "Registered") to view it. I've got multiple albums like that, so it would need to be configurable per album. The next question then would be how to allow comments/rating to either only the uploaders or to all viewers.

I assume that I am overlooking something and there is a way this can be done, but how?
