URL Upload Problem

I recently changed my gallery from one host to a new one and uploading pictures through URL uploads worked fine all the time until now. Now, when I try uploading URL images, I get this message:

Error Message
1. http://gallery/albums/userpics/10002/kb_instyleandwbgoldenglobesafterparty2007_004.jpg     HTTP/1.1 200  

What's wrong and how do I fix the problem?

Verify you have url_fopen enabled by looking at the phpinfo.php file.

I'm not really understand what I'm supposed to do.

I'm looking at my phpinfor.php file, but what exactly am I looking for and where? If I'm looking for url_fopen, I don't see it, but I may not even be looking at the right place. I dunno. So am I supposed to change something or what?
