Members Can Not Upload To Public Galleries

In group permissions i have Allowed Groups (checked Yes) to upload in both "Public" and "Personal" Galleries.. without Approval (checked no) but when they go create an Album and Upload to the "Public Gallery" ..it only shows the newly created Album in the "Personal" Galleries and only gives them the option to upload to their "Personal" Galleries..

How can allow current groups to Upload to both "Public" and "Personal" Galleries?
