Problem with language

I wanted to post on cpg1.4 language but it is locked I need some help arrount Language.

I have installed Coperime sucsessfully but I'm having a problem I go config Language & Charset settings Language it is English I select Albanian I go Save new Configuration says Coppermine configuration was updated  I go continue and it is still english
I go again Config Language & Charset settings Language it is still English why is this happening please any one.
