Ask visitor to register to add a coment about a picture

I like to add in my coppermine a sentence like "To ad a coment please register" with a direct link to the registering page because in my case, only the register can add comment on a picture.

I think the better place is in the coment box (donw or up the smilies)

and if it can use the translation feature it would me good too     

Anyway ... if someone can help me it would me great thank you in advance
