No file was uploaded ! - Unable to upload but Batchadd works

Coppermine Gallery Link : ( s o v i p [dot] c o m / gallery /  )
Coppermine Gallery version :  1.4.24

A Test user account:
u: cpmtesting p: cpmtesting


The error message I receive is:

"No file was uploaded !

If you have really selected a file to upload, check that the server allows file uploads...

File: /home/content/s/i/x/six/html/gallery/db_input.php - Line: 311 "

I was able to upload in the past but now it has stopped working. I have tried uploading through the test account and the admin account and receive the error on both. I checked file permissions on the albums directory and ensured they are set to 755. I changed the edit folder so it is 777.

I have a parallel installation of coppermine used for testing on the same server and that one is able to upload successfully so it isn't a server-side restriction. I can post phpinfo and debug if required.
