User only able to post via categories

I would like to have users only be able to post to categories I have created.  Can someone tell me how to do thist?

Turn upload permissions off for personal galleries on the groups control panel.

I turned that off, now when  I try and upload as a guest it says I don't have an album where I am allowed to upload files.  I did create an album but don't see where I can add permissions for members to add.

You also have to edit each album's properties and select visitors can upload to it.
