Is there a way to create a group of members that can upload their own photos?

If you're using Cas Nuy's postnuke hack for the standalone version: yes.
If you're using Coppermine for CMS: wrong board, check the (deprecated) nuke support board for a reference where support for CPG for CMS can be obtained.
