No Keywords List

I am having trouble getting my keywords to work.  I have them all assigned to each album using the underscore but when I am uploading a picture and click the hyperlink that has the keywords to choose from, it says there are no keywords.  Can someone help get this working otherwise people wont know what keyword to use.

If you write the keywords in manually (a user wont know them though) in the picture goes to the correct album but it doesn't put a count in the 'files' column on the home page.
