This is a Da Mysterious theme that I have tried unsucessfully to chang around to my linking. I simply tried to change the background to black from the original red in CSS and I even tried the template. It will change in the template, but I see no change when published. My question basically is, are these locked  and unalterable themes?

The main red in the body results from 'top_bg.gif' and 'main_menu.swf'. Both of them are changable, the gif with any graphicprogram of your choise and the .swf could be changed by changing the included 'main_menu.fla' with Macromedia Flash. All other red colors are changable in your style.css. Thus nothing is locked in any way. Try to reupload the changed file.

Very wierd,
I cant get anything to change in CSS. I know my file is being published because I have added a custom sidebar. Does the css file not like black? #000000

As I wrote, there are no limitations to anything in all themes. Maybe you did change the wrong entry. Take a look into the special theme 'Styleguide' to see what can be changed on wich place..
