Is there a way to make it where users can link there pictures to there own website?

or atleast allow html in the description?

They're free to use bbcode, similarly to the bbcode on this board. Take a look at the option "Display bbcode help" in coppermine config. Set it to "yes" and then take a look at the upload link again.
