Background won't show up, and Style.css not working

I've been looking through this forum for ages and fiddling with my coding for hours...and it's not helping at all. It appears that my coding is all correct to show the background and have margins, but when I use the theme neither of these things show up....... It's beyond me how to get this to work properly. Also, when I make changes to my style.css file, nothing actually changes. Any idea what's going on? http://pop-princess.org/gallery is the the address to the gallery. Any help on how to make the layout I have up there work as a theme would be GREATLY appreciated
