Album creation at upload

I created the gallery set everything up, added albums and categories etc through the admin panel. I was testing something today on my normal test account and noticed i could not add a category at time of image upload? I mean really? Did i miss something in a permission or setting? I can add an album fro the main page, then go back and upload photos to it, is this really the way?   My users need to be able to click upload, create a gallery and add their pictures. Would think this was fairly common sense?     Maybe a plugin i can't find? I've been searching the forums etc, haven't found anything yet.
