Is there anyway to have the File Information available for the User when the photo in the album is clicked on (available immediately) instead of having to click the (I) button at the top to "open" the File Information section?

Yes,

in config admin, find ' File information is visible by default' and set it to YES.
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here
