Set 'Random Files' 'Top Rated' titles to <h3>?

If you scroll down to near the bottom you'll see 'Random Files' and 'Latest Additions' ... where can I edit have these plain titles appear as <h3> headers?

open themes/yourtheme/style.css, find class tableh1 and edit it to your needs
