I do have a simple question which I did not found to be answered anywhere else, case I could not found a answer:

When I am in the user panel where I can change some settings for the user (I am the admin), there ist a popup menu for the group and under this are some checkmarks for the group again. Do I give a user some second right with the checkmarks?

The dropdown box is the one that defines which group the user is in.

If you want the users in one group, to also be able to see pics restricted to another group, also check the box for the other group.

This comes in handy when you have some pics you want available to a group, such as a committee, who you also want to be able to see pics restricted to registered users.
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here

Ok, I understand.
But for this, that a user can have some extra rights for example to modify their pictures in public albums, it is not made. Ok, I wait for this feature til the next release.

users modifying pics in public folders won't be in the next version, sorry...
