[Solved]: Admin can not batch upload

I have looked through the forums and might not be looking for the right thing.  I have uploaded files with FTP and CHMOD everything to 777.  When I perform the "Batch Add" as admin, the drop down list only contains admin owned galleries.  What am I missing?  What should I be searching for?

That's because the batch-add feature is only meant for the admin. Subsequently, only the admin-owned public albums show up. The personal galleries of your users are meant to be populated by your users. As they don't have the option to use batch-add, this is by design.
Your subject line is a bit misleading: of course the admin can batch-add. He/she can batch-add files to the albums that are meant to be used by the admin.

Thank you for clearing that up.  On my old host, I was using what I thought was a customized version of Coppermine.  It had the ability to let Admin batch upload to other users albums.  It was helpful for getting users up and running quickly.  Thanks for the quick reply.

That was in fact an older version of coppermine that actually contained a flaw that let you choose user galleries as well when batch-adding. This bug has been fixed (although you may interpret it as a feature), as it caused issues with quota management and some other things I don't remember any longer.
The batch-add part of coppermine could be edited to allow what you're after pretty easily, but imo you're then using coppermine in a manner it wasn't designed to be used.
