Several users have been reporting this error when trying to upload photos to a public album since upgrading to 1.4.19:

"Sorry there is no album where you are allowed to upload files"

I get the same error when I attempt to upload photos from user mode, but it's fine from admin mode.  Before you ask:

-bridged with phpBB 2.0.19 (considering migrating to SMF)
-/ALBUMS, /ALBUMS/USERPICS, AND /ALBUMS/EDIT are all set to 755 or 777 (I JUST checked)
-Groups permissions page included in attachment to this post
-At least one album has "Visitors can upload files" set to "Yes"

To add to the mix, at least one user is able to upload, but the uploads have to be approved by me.

I'm thoroughly confused. Any ideas? I've looked through a bunch of search results but they were all people who didn't set something properly. I've triple checked everything and did some troubleshooting steps such as creating new albums, changed some permissions to 777, and modified old albums which were previously set to allow uploads with no luck.

log in as admin.
check in your album properties whether "Public albums upload" is set "YES".
if not make the changes.

now check if the error is still there for the guests.

The "Publilc albums upload"  is the same "Visitors can upload files".
Please check it again in album properties. and also check if it is a public album.

The album definitely is set to "Yes".  What do you mean by "check if it is a public album."?
