I have read the FAQ, change permissions in the user group, set the album to allow visitors to upload, gone through the troubleshoot section and still users can not upload to the public albums. 

Any suggestions?

I think the problem is caused because you didn't set some album to allow plublic uploads. Read: http://coppermine-gallery.net/demo/cpg14x/docs/index.htm#album_prop And set "Visitors can upload files" to Yes. And then in the group manager set "Guest" and "Registered" groups, to 'Allowed' in "Plubic albums upload".

No, all of the albums are set to allow Visitors to upload files.  And in group manager, all groups are set to Allowed in Public Albums Upload.

I have just successfully uploaded some small images.

You have the size limit set quite low. Go into the config and check your files adn thumbnails settings particularly the max size in KB and the Auto resize images checkbox.
It is a mistake to think you can solve any major problems just with potatoes.

I think you have just upload images to "User galleries > test" and that's not his problem ;)

I'm not so sure. Not one could be daft enough not to tick the "visitors can upload files" box in the each albums properties. But you might be right.

I have ticked the Visitors Can Upload Files in every public album.  I have done all the troubleshooting steps over and over again to make sure I am not missing something.

I have bridged with SMF.  Could something in the bridge be the cause of my issue?

OK, you have done that for every album (on the album's properties screen). But did you switch the overall toggle on the groups control panel as well? Please attach a screenshot of your groups control panel to your next posting. If you're convinced that you have done everything as suggested, then read up the sticky thread on this board and do as suggested there, i.e. post the needed information.  In any case, you're on cpg1.4.20 and should upgrade to the most recent stable release (currently cpg1.4.21) to make sure you're not vulnerable against weaknesses.

The test user account doesn't work. Re-enable it untill your issues are fixed if you want support. It's annoying to have to beg.
