Possible? - "Yes" as default for "Visitors can upload files" in Album settings?

Is there somewhere to set the "Visitor can upload files" in the Album settings?
Or is the only sulotion to set - $CONFIG['-something-'] = 1; in the theme.php? And in that case what should I change this '-something-' to?
