 I hope I am posting this in the right spot.
Although it would not be somthing built into Coppermine.

Maybe someone can come up with somthing that users or admin of a photo album can install somthing locally, so you can right click on a web image, and besides save image as, an option can be added to send it to your photo album.

The facility to upload a pic from the web already exists, but not directly as a right click option. 

Right click, 'copy link location' (Mozilla) or 'copy shortcut' (IE), then in your gallery, click upload, and then paste the url into a uri/url upload box, and away you go.
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here

 Yes, I understand that.   But it is more work for the users.
My photogallery is based on live webcams from a few different sites.

To gather more of a community and get people to contribute, it would just be nice
to be able to let them download a small app to just right click and send to their album.

did you take a look into the xp_publisher? Go to http://yoursite.tld/your_coppermine_folder/xp_publish.php to look into it. If you're happy with it, notify your users about it.

you need something specific to the browser.

If you right click in IE, you don't get the same menu as you do when you right click in Firefox.

The browser menus are something we have absolutely no means of changing, other than to prevent them happening at all.

Perhaps you should ask this of MS.
