New and going nuts uploading won't allow me

I am going nuts trying to figure out why I am not aloud to upload pictures and am turning to anyone here that may be able to help. Below is the debug report I copied. Love this program, even more when I get it to work. Also registration won't work using email verify, but im not worried about that, I disabled this and a new user can sign up without the email verification. Thanks Ron

First, if you haven't read the documentation that comes with Coppermine, read it now and see if it solves your problems.

Second, if you haven't upgraded to 1.3.2 yet, I recommend it.

Third, what upload problems are you having?  Batch add or normal user upload problems?

Only interested in normal upload problems. I see the folders on the web page, but it wont allow me the administrator or a user upload, says 0 uploaded successfully.
I will go back and read it a 3rd or 4th time, it has gotten me nowhere so far, doubt it will if I read it again, maybe I will try to upgrade. Guess it can only get better.

I switched to single file upload and this is what I got.
Top of page when upload failed it read this:

No file was uploaded

If you have really selected a file to upload, check that the server allows file uploads...

Hope it helps, I am just at a stand still here. I upgraded to a better service with yahoo small business package so I could give my visitors something more to do on my website, and going nuts trying to do it with this.

Sorry for the red letters, thought it would be easier to seperate the text, anyway I added a temp folder and still dont upload.

Looking at the message I left above, I have version 1.31 so maybe I will try to upgrade it to 1.32 and see if I get any where with that.
Other than that I am still stuck and crosseyed.
