If i were to base a websiyte on the hardwire theme and use its images, would i be breaking any copyright laws? does this go for any theme?

all themes that come with the coppermine package are released under GNU GPL, the GPL license applies (so, in short version: "yes, you can use them on your page") - for details, read the actual license that comes with the coppermine package. However, themes that can be downloaded from the download section that do not come with the core coppermine package may be released under another license (especially those created by DaMysterious).
The graphics that come with the themes are released under the same license the theme is under.

does this also mean i can use them in anyother projects i do? im programmer not an arteeeest

It is my understanding that if you use GPL'd sources in your projects, to maintain the license requirements, your new project needs to be released as GPL and comply with all the terms of the GPL.

thats fine, so does that just mean no commercial projects, or would you have to make the source available

gpl licenced apps can be used for commercial projects, but you really should read the licence requirements if you are going to use such apps, like coppermine, to understand what you can or cannot do, and what you must do.
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here
