I know that this may be an obvious question but I can not find it anywhere.

I would like that users which are not in group administrators can create only private albums.

allow them to have personal galleries, disallow them to upload to public galleries and you're done. This is all set up in coppermine's groups page, refer to the docs: http://coppermine-gallery.net/demo/cpg13x/docs/index.htm#group_cp

Thanks for response, but this solution is not applicable because i need that all users (include not registered) can upload to public galleries.

then let them upload to public galleries and enable personal galleries. In CPG 1.3x users only can create albums in the 'user galleries'

do allow public uploads for the guests group. Please read the docs before posting.
