album permissions

When I am logged in as an admin and look at the album properties, I do not see the option "Albums can be viewed by" under the Permissions for this album heading. I do see the dropdowns associated with visitors. What do I change to see "Albums can be viewed by"?

This can only be seen if 'users can have private album' is set to yes.
