How do I get my users to create their own category

How do I get users to create their own categories within a parent category ? But i also want to limit them from creating a parent category. Is there anyway to do this ?

First, if you have a question, DO NOT just tag it on to the end of an unrelated thread.  If you can't find a suitable existing thread, create a new one.  I have split this and placed it in it's own thread.

No, only admin can create categories or sub-categories, or indeed albums other than inside the user gallery category.

They will have to ask you to create them for them.
