When my members and I are in user mode and try and uploade pictures to one of my albums in a category and click UPLOAD PICTURE it takes us to the upload page but all that show in the drop down menu are our personal galleys to select from?? and not any the other sections?  if I am logged in as ADMIN it lets me se all the other albums.  I have checked all the permissions but it looks fine?  also its not letting me see the albums that are in each category on the main page?

This sounds like you have not set the permissions for the public albums
to allow visitors to upload.  Do this when in admin mode, click on the properties box next to the album thum, and change it to YES.

In config, have you set 'Show first level album thumbnails in categories' to yes.  It will show a thumb for each album in each category, but not for albums in sub-categories.
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here
