It is possible get rid of category "user galleries"? (For me is this category useless and fills too much space).
What I want: when some user uploads a picture, I want to give him a option to add that picture directly to some already created category (not "user galleries"). (All uploaded pictures would display in selected category after admin approval of course).

yes, it's possible,
adjust the groups settings (admin menu => groups) with personal gallery => allowed = NO and ajust the albums settings as well

Ok, I adjust allow to NO, like you said, but when (un)registered user try something upload now, it reports: "Sorry there is no album where you are allowed to upload files". So where can I find those album settings?
When I click on assigned galleries (in Admin - Groups), it reports: This group has no special access.
(My groups settings are in attached jpeg)

in admin mode, look at the album property for each album and set Visitors can upload files on YES

Also, judging by your attached picture the Guests group has a quota of 0, there is no space to store thier files.

There can be no quota for guests, as all guests go by the same user ID.
