i am posting this in multiple posts due to the 25000 character restriction

Have spent 5 hours on this program and am loathe to spend anymore, if it will not work right...so please help.

I installed it from fantastico in my cpanel, so is a clean install.  i have done this a number of times in the last 5 hours.

There is a user login there you can use to see what i am talking about..

user name is test
password is test

I upload animated gifs in the size for 4-9 or 10 megs....it worked fine on menalto gallery at my last host...trying a new one this time.

I go and hit upload and it says upload is successful then i hit the continue button, to add to albums and i get the below error.

my version is 18 and i upgraded to 19 a couple times and that did not do the trick.
I also had my webhost change the php.ini that is in my public html(which i can't change) to the following

so all the limits are raised and after reading numerous things here I have done them all i believe. 
I tried to upload a little 1 meg photo and it worked fine all the way thru but not the 4meg and higher..will this program not handle this?  I change in the config to allow file sizes of 20 megs.  And it is uploading them fine, but when it goes to adding them to the album is where it screws up.  I read about editing themes...if I have to edit a theme for this, a theme that is in the default coppermine package then i will move on and use gallery....should not have to edit something out of the box to make it work out of the box.

so now you have all i have i believe and you can log in and try and upload a 5 meg even, animated gif and see the error and hopefully help me fix this, PLEASE. I like the layout of coppermine, but if it won't do what I need I can't use it.

Fantastico installs are not recommended by us. Better do a clean install from the copy downloaded from our site i.e. a manual install.

The error you are getting has nothing to do with php.ini. Perhaps you are using a non compliant theme.

Instead of posting so much unneeded information you should just do exactly as suggested in the docs, sections "asking for support on upload issues" and "upload troubleshooting". In your case, you failed to set the number of file and uri upload fields as suggested.
Any particular reason for starting with an outdated version of coppermine? Your version is cpg1.4.18, while the most recent stable release currently is cpg1.4.19!

as i posted initially i installed via fantastico in my cpanel and i also noted i did it several times as well as updated to .19 2 or 3 times and tried it that with that version as well...so i tried with the latest upgrade as i noted in my intial posts.  I put all the info I did because usually people ask to see more info so they can help diagnose so I put all i had so if something was amiss someone who is in the know woudl see it....i did the upload and troubleshooting and I did enable the 1 http slot for me, and after getting the upload successful I got the following log message..

but that was on the upload successful page, it is the page after that that the error appears, while trying the prog tries to move the file to the album....and there is no error log on that window, just the above error...t

I haven't asked for the debug_output. In fact, the reference to the docs I posed says quite the opposite: not to post debug_output.
I tried accessing http://www.tecphotos.com/dolphins/, but there is no index file, so it seems that you're in the process of renovating. Post here if you're done and still have the issues you described initially.

Well if you had read the original post instead of posting on the little you skimmed over, you would have seen I mentioned fantastico.

Further, YOU asked me why I was using .18 an older version and I told you why...I used fantastico and that was the version it had..If you don't like the answer the F off and  ignore the post.  You are a bunch of rude POS's over here and I will be D*nged i f I will ever use this software or anything even if my life depended on it.  YOu have successfully succeeded in doing what you were trying to to, run off a prospective user of this software.
