corrected french lang file for the modpack (for cpg1.4.21)

Hi all,

attached the corrected french.php file for the modpack.
The one provided with the actual pack has an error (missing ' caracter on line 702) and encoding problems with spécials caracters.
They was lines who where not translated. (croping feature)
All those errors are corrected in the attached file.
