This is a real newbie question.  As I understand it there is only one gallery (User Galleries),
There can be multiple Categories and sub categories.  There can be multiple Albums and multiple pictures within an album.  My problem is that admin creates categories, but registered  users cannot create albums or upload pictures into anything but the user gallery.  How can I allow registered users to create albums and upload pictures to a specific category of their choosing.

Is impossible. This has been answered a lot of times. Search the board.
