when trying to upload a pic I get this:

I set all permissions that needed to be changed.
what is going wrong?

You downloaded and installed the version 1.3beta, which as the name and docs say, is a beta testing version.  It is rather out of date, is meant for experienced users, and your propblem has been extensively discussed, and fixed.  Please read the 1.3 test/bugs board, or downgrade to version 1.2.1 until the official stable release of version 1.3
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here
