Top Rated Not Working

I'm running CPG 1.3.0 and in the config I have the minimum number of votes to appear in top rated set to 3 yet I have voted a number of pics at 3 and 4 stars yet they never appear in the top rated

If you set them to appear at 3, that means at least 3 people have to vote before they are shown, not that they get a vote above 3.
Try setting it to 1.

Oh my mistake 

I thought the 3 referred to the score not the number of votes
