Cannot turn on guest access

Hi,
Since my recent upgrade to cpg1.4.8 I am unable to turn on anonymous/guest access for my gallery, as it was before.
In config, under user settings, I click yes to allow and then save confiq, but the setting does not stick, it reverts back to no.
Other changes I have made in the confiq have saved so I don't know what the problem is.
Can anyone shed some light on this for me? Thanks.

Did you replace all files when upgrading? Did you run update.php? To tell you more, post a link to your coppermine-driven gallery.
It seems to me that you upgraded using an auto-installer like Fantastico. You mustn't. Upgrade as suggested in our documentation. Fantastico is buggy and outdated.
