"No file was uploaded..."

I checked through the Upload/Documentation Manual, and couldn't find the answer.

Here is the messege I get: 
"No file was uploaded !
If you have really selected a file to upload, check that the server allows file uploads..."

my gallery is located at www.dutchessfergie.com/gallery

and I'm running on 1.4.16
