Is there/can there be a way for visitors who post images to link their image from an existing host (submit an URL/direct-linking) rather than upload to mine? I'm hoping to find a way to allow visitors to show their art work without it sucking up all my bandwidth... thanks muchly!

No, this cannot be done.
It has been a long time now since I did my little bit here, and have done no coding or any other such stuff since. I'm back to being a noob here
