User galleries on top

How do I make user galleries show up directly on the main page like admin-made albums do in CPG 1.3x. (I don't want visitors to have to click on Users Galleries to see their albums).
And how can I allow users to place pictures inside other users albums? (For example if one user creates an album called "Examination day", I want other users to be able to place their pictures from tht day into the map)

2. browse to the users sub cat page, and click on the 'properties' button, next to the album thumb.  Change 'visitors can upload' to yes.
