Users upload to album but can not edit file information

I have created global albums, and users are required to upload to those albums. They do not have access to private user albums.
My problem is that when a user uploads an image, and hits continue, if they do NOT fill out the information or fill it out incorrectly, they can not go back to the image they uploaded at a later time and edit the file information. I have checked the settings and I do not see anything that allows or disallows this action. Am I doing something wrong??

Config - User settings - Allow users to retain control over their files in public galleries

and Users - Group for other settings

and - Files - Categories - edit Category - click Registered to allow users to create albums in that category.I don't know why but for me when I allow to create albums in one category I can not uncheck Registered to disallow if I changed my mind.

Thanks, I did a search but those threads didn't pop up.

The 'retain control over files in public galleries' was not checked. I didn't pick up on that when skimming through the settings.
