creating albums by users in all categories

how configure gallery in such way
Users could create they albums not only in own category, but in others too

Users cannot create albums in categories other than their user gallery. Afaik there is no mod available to do so.

However user's can upload files to albums owned by others if the album permission allows to do so.

Or you can link their pictures in their albums with keywords to your albums.  Check out the

keywords_add

plugin to batch configure keywords for the pics in the albums..  Then utilize the albums 'keyword' feature to link them together.
