When trying to upload the file.

Posting a link usually helps. If you're running cpg1.3.1 or lower, upgrade to the most recent version cpg1.3.2

looking at the html output of your page you appear to still be running cpg1.3.1
If you think you have already upgraded, take a look at versioncheck.php

It was supposed to be fixed, with a check and create if not there, in picmgmt.inc.php.

But I have just checked, and this is not working on my site, though I don't know why.
